It’s freezing.

This phrase is used to show that the weather is too cold. 

For example:

John wore a jacket because it was freezing outside. 

ジョンは、外が寒かったのでジャケットを着た。

Its chilly.

Chilly can be used to mean cold.

For example:

I couldn’t wake up in the morning because it was chilly. 

朝は肌寒くて起きられなかった。

Its raining cats and dogs.

This is an idiom to mean it’s raining a lot. 

For example:

Drizzle means light rain. It is usually for a short time.

We thought it was going to rain heavily but it was just a drizzle.
